HB 2086: municipalities; identification cards; prohibition

Summary: The bill prohibits cities and towns from issuing municipal identification cards. The bill penalizes cities and towns that issue these cards with the loss of state shared revenue. A violation of the statute is investigated by the Attorney General and if the city does not discontinue the practice within 30 days, the Attorney General requests the State Treasurer to withhold shared revenue.

League Position: OPPOSE - The League opposes the state preempting municipal authority to issue other types of identification cards than library and employee identification cards.
